The Murray McKinnon House, the Harold McNeill House and Oakwood House are classified as Observation and Detention Homes which are legislated to provide care and custody to Young Persons in conflict with the law (12-17 years) who are awaiting for or serving their disposition as ordered by the Youth Court.

The intake area/catchment area is Durham Region/Peterborough, Victoria, Haliburton and Northumberland. The Murray McKinnon House, the Harold McNeill House and Oakwood House are designed to protect the youth and/or the community, ensure the attendance of the youth in court, provide an assessment, advocacy and custody components. The program is designed to meet many aspects of the youth’s needs. During this time, all available efforts will be made to learn as much as possible about the youth. The residences will endeavour to balance the youth’s needs for control, supervision and individual attention. The residences will assist in assessing the youth’s ability to choose options and act responsibly in order to facilitate the return of the youth to the community or establish an alternative course of action in conjunction with the appropriate agencies.

The Reintegration Support Outreach program allows the release of a young person from detention subject to the supervision of a worker on conditions agreed to by the young person, his surety and Crown and/or support to a young person as they complete their dispositions of custody and/or probation.

The program is available for any young person in Open Detention (Durham Region’s intake point) who is awaiting processing through the Youth Justice system. Youths who are being reviewed for an early release from Open Custody or Secure Custody disposition may also be placed on the program while completing their disposition. Youths who are serving a probation sentence may be placed on the program to support their successful reintegration.

The goal at the Non-Residential Attendance Centre (M.A.C.) is to provide “at risk” youth in our communities with a safe alternative learning program to address the circumstances underlying a young person’s behaviour. We will purposely focus interventions on the rehabilitative needs of the young person. At M.A.C. we will provide individualized programming and community support, aimed at influencing attitudes and behaviour and promoting the development of appropriate social skills.
